Cybersecurity and resiliency of Europe’s communications infrastructures and networks

This report presents a high-level risk assessment conducted by the NIS Cooperation Group, in collaboration with the Commission and ENISA, focusing on the vulnerabilities and threats in communication infrastructures and networks. The assessment highlights challenges faced by operators in securing their network infrastructure and equipment, including vulnerabilities in routing and interconnection protocols that could be exploited by attackers. Concerns about physical attacks on digital infrastructure, risks posed by vulnerable end-user devices like home routers, and the complexities of protecting against supply chain risks are also addressed. The report identifies risks such as physical attacks, state interference, and vulnerabilities in equipment and protocols, emphasizing the need for strategic and technical recommendations to enhance the resilience of EU communications infrastructures.
